No. 3 in the GFF/WHO Health Financing & PHC Webinar Series

This is the third webinar in our "Health Financing & Primary Health Care: From Theory to Practice" series, co-organized with the World Health Organization.

The session — the first to be conducted in English — will delve into “Financial Autonomy of Health Facilities: Arguments, Constraints, and Courses of Action.”

One of the underlying assumptions of strategic purchasing for health services is that the health facility has the necessary room for maneuver to respond to incentives issued by the purchasing agency.

While in many African countries, health facilities, including health centers, have been given such space through direct resources received from users, progress has been slower with public funding. Yet, the financial autonomy of health facilities is key to progress toward Universal Health Coverage.

In this webinar, we will review the arguments for and against greater financial autonomy of primary care facilities, obstacles to the appropriate public finance reforms and possible ways to overcome those obstacles.

Organized in partnership with CABRI — the Collaborative Africa Budget Reform Initiative and moderated by GFF Health Financing Lead Cicely Thomas, this webinar will feature internationally renowned experts, including Sophie Witter, Danielle Serebro, Helene Barroy and Richard Kabagambe, who will provide diverse perspectives on this pressing issue.
