Opinions are divided on the role of the law in healthcare. For some, it is an essential tool for enshrining rights and obligations and establishing reforms on a sustainable basis. For others, it is a lever for long-term change. And for some, it may seem incidental, even a hindrance or a distraction. In any case, the law is an essential dimension. Preliminary results of a legal diagnostic in countries in the Africa region show that the law governs all aspects of the health system: governance, financing, information systems, human resources and medicines.
However, the law can be a double-edged sword — well designed, it supports efforts towards universal health coverage (UHC); poorly designed, it can entrench inadequate or ineffective arrangements. During this webinar, we will explore the intersections between law and health financing.
We will examine how the law can be used as a tool to improve health financing. Drawing on experiences from different countries, we will discuss the ingredients for success and the lessons to be learned in order to carry out effective legal reforms.
